ARTICLE I - NAME

Section 1 (Name). The name of this organization shall be Tangipahoa Parish Executive Committee, Republican Party.(Hereinafter referred to as "PEC").


ARTICLE II - PURPOSE

Section 1 (Purpose) - The "PEC" is established to perpetuate a strong, dynamic and successful Republican Party in Louisiana; to elect Republican candidates for National Office who adhere to the Constitution of the United States; to elect Republican candidates to state and local offices who adhere to the Constitution of the United States, and subscribe to the adopted principles of the Republican Party of Louisiana.


ARTICLE III - MEMBERSHIP

Section 1 (Qualifications of members): A member of the PEC shall meet the qualifications established by the rules and regulations of the State Central Committee of the Louisiana Republican Party.

Section 2 (Election and Term): Members of PEC shall be elected every four (4) years at the time designated by the state legislature. The term of office shall not extend beyond the time for which the member was elected.

Section 3 (Candidates for membership): Candidates for membership on the PEC shall qualify for office pursuant to the provision of Chapter 5 of Title 18, Paragraph 444 (B) of the election code of the State of Louisiana.

Section 4 (Removal from PEC): A member appointed to a seat by vote of the committee, shall on having three (3) consecutive unexcused absences, be removed from the Parish Executive Committee.

Excuses for absences must be submitted in writing to an officer of the Parish Executive Committee prior to the meeting concerned. Excused absences shall be noted in the minutes of the meeting.

Removal may be appealed within 21 days of the third unexcused absence to the executive committee (the officers of the PEC), whose decision shall be final.


ARTICLE IV - OFFICERS

Section 1 (Titles): There shall be the following officers: a chairman, a vice-chairman, a secretary and a treasurer.

Section 2 (Term): Officers shall serve for two years or until their successors are elected, and the term shall begin upon installation to the office to which elected.

Section 3 (Vacancy): A vacancy in the office of chairman shall be filled by the vice-chairman. The resulting vacancy or any other vacancy shall be filled by ballot of the PEC.


ARTICLE V - DUTIES OF THE OFFICERS

Section 1 (Chairman): The chairman shall preside over the meetings and shall coordinate the duties of other officers and committees. The chairman shall serve as an ex-officio member of all committees.

Section 2 (Vice-chairman): The vice-chairman shall serve as chairman in the absence of the chairman.

Section 3 (Secretary): The secretary shall record the minutes of all regular and special meetings of the PEC.

Section 4 (Treasurer): The treasurer shall be responsible for the custody of funds.


ARTICLE VI - MEETINGS

Section 1:  The PEC will meet at least quarterly at a time and place designated by the executive committee.

Excuses for absences must be submitted in writing to an officer of the Parish Executive Committee prior to the meeting concerned. Excused absences shall be noted in the minutes of the meeting.

Removal may be appealed within 21 days of the third unexcused absence to the executive committee (the officers of the PEC), whose decision shall be final.

Section 2:  Meetings will be conducted in accordance with Roberts Rules of Order. Newly Revised, except as revised by these by-laws

Section 3 (Quorum): A majority o f the members eligible to attend, present in person, shall constitute a quorum.


ARTICLE VII - COMMITTEES

Section 1 (Ad Hoc Committee). Ad Hoc Committees may be appointed by the PEC chairman for special subjects as deemed by the chairman.

Section 2 (Composition). Unless otherwise specified in the by-laws or stand- ing orders, the composition of the Ad Hoc Committees shall be the exclusive con- cern of the PEC.


ARTICLE VIII - AMENDMENT

Section 1 (Amendment). The by-laws may be amended by the concurrence of two-thirds of those present and voting at a regular meeting.
